INTRODUCTION
The Federal Government of Nigeria has made provision in the 2018 Appropriation Act for the procurement of Goods, Works and Services in respect of Sheda Science and Technology Complex, Sheda Abuja. Consequently, the Complex is desirous of engaging the services of competent companies/vendors to submit Tenders/Expression of Interest documents for the following:
- LOT G1 Procurement of laboratory Equipment and accessories for Biotechnology Advanced Research Center [icon name=”newspaper-o” class=”fa-5x” unprefixed_class=”w3-flat-turquoise”]
- LOTG2 Procurement of laboratory Equipment and accessories for Chemistry Advanced Research Center
- LOTG3 Procurement of laboratory Equipment and accessories for Physics Advanced Research Center
- LOTG4 Equipping of the Permanent Head Office Building
- LOTG5 Production of Research and Development/Industrial Gas: Liquid Nitrogen Plant
- LOTG6 Solar Power Back-Up Infrastructure for Sensitive High Tech Equipment and Life Sciences
- LOTG7 Upgrading of Power and Water Infrastructures
- LOT W1 Renovation of Research centers and Project Housing Estate
- LOTW2 Construction and Installation of Glass Screen House
- LOTS1 Consultancy Services for the Development of Applied Mathematics and Simulation Advanced Research Centre and ICT Building
ELIGIBILITY CRITERIA [icon name=”briefcase” class=”fa-4x” unprefixed_class=””]
- Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC02 and CAC07
- Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years (2015, 2016 & 2017) valid till 31st December, 2018 with an average turnover of at least N30M
- Evidence of Current Pension Compliance Certificate valid till 31st December, 2018
- Evidence of Current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018
- Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018
- Evidence of Registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 1/1/2019 or valid Certificate issued by BPP
- Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Sheda Science and Technology Complex (SHESTCO) or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder, that the company is not bankrupt, in receivership or under liquidation or involved in any litigation which can potentially affect the company’s ability to effectively discharge their responsibility if engaged and to confirm that all information presented in its bid are true and correct in all particulars
- Company’s Audited Accounts for the last three (3) years (2015, 2016 & 2017)
- Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility to the tune of not less than N10m for the execution of the project when needed
- Company profile with the Curriculum Vitae of key Staff to be deployed for the project, including copies of their relevant Academic/Professional qualifications
- Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects
- List of Plants/Equipment with proof of Ownership/Lease (Where applicable)
- For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (all the eligibility requirements are compulsory for each JV partner)
- All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”.
Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Director- General/CEO Sheda Science and Technology Complex, Sheda, Abuja (SHESTCO) and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box in UST Room No 02.12 DG/CEO conference room not later than 12:00Noon Monday 29th October, 2018.
SUBMISSION OF EOI
Interested firms are to submit two (2) bound of Expression of Interest (EoI) Documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to The Director- General/CEO, Sheda Science and Technology Complex, Sheda, Abuja (SHESTCO) and clearly marked with the name of the project and the lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box in UST Room No 02.12 DG/CEO conference room not later than 12:00Noon Monday 8th October, 2018.
OPENING TENDER DOCUMENTS/EXPRESSION OF INTEREST (EoI)
The EoI documents will be opened immediately after the deadline for submission at 12:00Noon Monday 8th October, 2018 in Room UST Room No: 02.12 DG/CEO conference room in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission Register in the office of Procurement Unit Office Room No.UST.01.04 Sheda Science and Technology Complex, as the SHESTCO will not be held liable for misplaced or wrongly submitted bids. EoI/Bids must be in English Language and signed by an official authorized by the bidder
EoI/Bids submitted after the deadline for submission would be returned un-opened
Only firms shortlisted in the EOI will be invited to collect Request for Proposal (RfP)
Bidders should not bid for more than two (2) Lots;
All costs will be borne by the bidders;
All pre-qualified bidders for Invitation Tender will be contacted at a later date for financial bid opening, while bids of un-successful bidders will be returned un-opened
All shortlisted bidders for EoI will be contacted at a later date for collection of tender documents
The Sheda Science and Technology Complex, Sheda, Abuja (SHESTCO) is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
